INTRODUCTION

The modern state as we know it cannot exist without large bureaucratic agencies to implement its programs. With no bureaucracy, modern democratic governments cannot possibly fulfill all the crucial functions it takes on in culture such as the dotacion of roads, healthcare and education companies. Therefore , successes of modern governments have to be considered as successes of presidency bureaucracies. Nevertheless , for many common citizens, the word bureaucracy increases an image of a mass of office workers smothered in hillsides of newspaper and tied to a set of small rules as well as the notorious red tape. Bureaucracies are usually the focus of popular detest, especially because they are perceived to be inefficient and lack flexibility to meet societal requirements. Hence, it is the aim of this essay to talk about the view that the bureaucracy, like a control program with its natural design principals, ensures that services and goods are rationally produced, and fairly, impartialy, continuously and impartially allocated with reference to the Zambian bureaucracy. It will start by first identifying the key strategy which is bureaucracy. In addition , it will eventually outline bureaucratic features, attributes and design principals. Thereafter it will glance at the limitations with the bureaucracy as well as benefits in the production and division of goods and services taking Zambian bureaucracy as a example and then a comprehensive conclusion will probably be drawn. MEANING OF KEY TERM

The idea of bureaucracy had been described by many scholars such as Steve Stuart Work Von stein, spencer and St Claire.
